NEWPORT, R.I. - Dr. James Holmes, associate professor of Strategy and Policy at the U.S. Naval War College (NWC), will speak on Sept. 30 at the Fletcher School at Tufts University for the 5th Annual Fletcher Doctoral Conference. The panel discussion is titled “The Impact of Domestic Politics in east Asia on International Affairs,” and Holmes’ topic is entitled “Defending the Strait: Taiwan’s naval Strategy in the 21st Century.”
The conference includes panels on international security studies, international environmental and resource policy, Southwest Asia, development economics, East Asia, and human security.
Holmes is the co-author of his most recent book, “Red Star over the Pacific: China’s Rise and the Challenge to U.S. Maritime Strategy.” As an associate professor at NWC, he specializes in sea power in Asia.
Dr. Holmes is a Phi Beta Kappa graduate of Vanderbilt University and holds an M.A.L.D. and Ph.D. in International Relations from the Fletcher School of Law and Diplomacy at Tufts University. He was the recipient of the Naval War College Foundation Award in 1994, signifying the top graduate in his Naval War College class.
