NEWPORT, R.I. - On October 6,1884, the Naval War College was established in Newport, R.I. 

"Secretary of the Navy Chandler signed General Order 325 which formally established the Naval War College as "an advanced course of professional study."  The principal building on the island with the surrounding structures and immediately adjacent grounds was thereby transferred from the Bureau of Equipment and Recruiting to the Bureau of Navigation.  At the same time, the War College was placed in charge of a president, not to be below the rank of commander.  He, with the faculty, constituted a board that was given authority to arrange the course of instruction. The course was to opened to all officers above the grade of naval cadet."...from Sailors and Scholars, the history of the Naval War College.
