PROFESSOR RICHARD J. SHUSTER arrived at the Naval War College in August 2009 as the Defense Intelligence Agency’s Representative under the Associate Deputy Director’s Office. He has six years experience at DIA, where he has produced classified studies, reports, and assessments for analysts, policymakers, and warfighters. His two most comprehensive works are Find, Exploit, Eliminate: The Iraq Survey Group from Weapons of Mass Destruction to Counterinsurgency (DIA, December 2007) and Weathering the Storm: The International Security Assistance Force in Afghanistan, 2001-2009 (DIA, June 2009). Professor Shuster earned his Ph.D. in modern European history in 2000 from the George Washington University, where he has taught courses.  He is also the author of German Disarmament After World War I: The Diplomacy of International Arms Inspection, 1920-1931 (Routledge, 2006).
