Commander David O’Connell joined the faculty of the International Law Department in July, 2012. Prior to arriving at the Naval War College, Commander O’Connell was on a two year detail to the Department of Justice Environment & Natural Resources Division, Environmental Crimes Section, as a trial counsel. While there he prosecuted several vessel pollution cases against vessel owners and operators, and individual marines for violations of international and domestic pollution regulations.  
 
From 2006 to 2010, CDR O’Connell served in the Coast Guard’s Office of Maritime and International Law working on international law, ocean policy, marine safety and security and environmental protection issues. 

From 2002-2006, CDR O’Connell was assigned an out of specialty tour at Coast Guard Sector Los Angeles-Long Beach, where he worked as a Coast Guard Marine Inspector performing both domestic and foreign vessel inspections of deep draft cargo vessels. He also served as a Marine Casualty Investigator and performed license Suspension and Revocation hearings, as well as becoming a fully qualified Coast Guard Maritime Law Enforcement Boarding Officer. 

From 1999-2002, Commander O’Connell was assigned to the Pacific JAG legal office where he worked in the Command and Operational Law branch for two years and the Claims and Litigation Office for one year, as well as performing as military trial counsel in several Courts-Martial cases.
 
Commander O’Connell received a Bachelor of Arts degree from the University of North Florida in 1993. In 1998, CDR O’Connell received his Juris Doctorate from the University of Florida College of Law. He is admitted to practice law by the State Bar of Florida. Commander O’Connell’s awards and decorations include the Meritorious Service Medal, the Coast Guard Commendation Medal, and the Coast Guard Achievement medal.
