Rear Admiral Jeff Harley is the 56th President of the U.S. Naval War College. The college is responsible to educate and develop leaders, support defining the future Navy, support combat readiness, and strengthen global maritime partnerships.
Harley is a career surface warfare officer whose sea duty assignments included command of USS MILIUS (DDG 69), Destroyer Squadron (DESRON) 9, and Amphibious Force 7th Fleet/ Expeditionary Strike Group 7/ Task Force 76. While commanding MILIUS, the ship participated in combat operations supporting Operation IRAQI FREEDOM and his crew won the Battle Efficiency Award and the Marjorie Sterrett Battleship Fund Award for overall combat readiness.
Ashore, Harley’s assignments included Director for Strategic Actions (N00Z) for the Chief of Naval Operations; Director of the White House Situation Room; Vice Director, Strategy, Plans and Policy (J5) at U.S. Central Command; President of the Board of Inspection and Survey; and most recently, Assistant Deputy Chief of Naval Operations (Operations, Plans, and Strategy).
Harley attended the University of Minnesota, graduating with a Bachelor of Arts in Political Science, and has received a master of arts from the Naval War College and The Fletcher School of Law and Diplomacy, Tufts University. Additionally, he served as a military fellow at the Council on Foreign Relations in New York.
His personal awards include the Navy Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Bronze Star (accepted on behalf of his crew), Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Joint Service Achievement Medal, and the Navy and Marine Corps Achievement Medal.
