MILITARY STUDENTS
* Military Students Without Dependents - There is no permanent party berthing for
officers. Permanent party/bonafide bachelor officer personnel will draw basic allowance
for housing and reside in the community.
* Military Students With Dependents - Military students attending the CNW (College
of Naval Warfare) are normally housed in the Fort Adams (Newport) area. Those attending
the CNC&S (College of Naval Command and Staff) are normally assigned in the
Coddington Cove housing area. The NWC Housing Office coordinates occupancy and processes
applications. Housing is assigned on the basis of seniority and family composition
per CNO ltr 11101 Ser 157/248 of 6 Jan 89. Student quarters are exempt from the
provisions of reference OPNAVINST 11101.13J concerning eligibility for quarters
after completion of the course. Effective November 2004, government quarters at
Naval Station Newport has been contracted to a civilian organization for operation.

IMPORTANT NOTES to INCOMING STUDENTS
* Although extension requests are considered on a case by case basis, all students
should plan on vacationing student quarters upon graduation to accommodate students
in the incoming class.
* Students arriving in Jan/Feb and Oct/Nov are often faced with waits before they
are able to occupy government housing. This is due to the overlap of graduating
and reporting classes. Alternate arrangements including the Navy Lodge are strongly
encouraged.
DUINS
Unaccompanied Overseas Tour Assignments after Duty Under Instruction (DUINS) at
War College. Those students who are in government quarters and have received follow
on orders to an unaccompanied overseas tour must contact GMH via the NWC Housing
Coordinator to remain in their student quarters. Inquires may be made by calling

APPLY
The NWC Housing Coordinator, located in Hewitt Hall Room 111, will process applications
received for student quarters and maintain a student date of rank and family composition
list for assigning units as they become available. Since change-of-occupancy maintenance
completion times vary, students will not receive their unit's address until they
arrive.

AVAILABLE QUARTERS

* The student designated quarters are small, ranging in size from 1250 to 1440 square
feet for three bedroom units.
* Water beds are allowed only in the single-story units in the Coddington Cove area.
The water bed frame may be used with an air mattress in all other units.
* Refrigerators, ranges and dishwashers must remain in the quarters. The refrigerators
must be plugged in at all times.
* All quarters have a small outside storage room for lawnmowers, bicycles, etc.
(approx. 6' x 4'). The storage area is not insulated or heated.
* Washers and dryers are not provided. Hookups are available, both gas and electric.
* All units have wall-to-wall carpeting installed. Kitchen areas are tiled.
* The current pet policy is that you may have two dogs or two cats, or one of each.
If needed, a request for a waiver to the pet policy must be submitted to the GMH
Housing Office. Unusual pets such as poultry, rabbits, snakes, etc., are not allowed.
Pit bulls or any pit bull mix are not authorized in GMH Housing.
STAFF/FACULTY after DUINS
Those students who are living in student quarters and who receive orders to NWC
staff and wish to live in government quarters should request housing from the GMH
Housing Office. Approval to remain in student quarters until staff quarters become
available will depend on the number of houses needed for the next incoming class
and the length of the wait for staff quarters.
ADDITIONAL INFORMATION for MILITARY STUDENTS
* Hospitality Kits - The Loan Locker, located in the Family Service Center , Building
1260, provides cots and "hospitality kits" (bed linens, blankets, dishes,
coffeepot, silverware, etc.) for temporary use until household goods arrive. Members
who occupy government quarters prior to their household goods arriving must realize
that BAH will cease at occupancy. The Center is open from 0800 - 1630, Monday through
Friday, 401-841-2283, DSN 948-2283.
* Shipment of Personal Property/Storage of Excess Furniture - If you plan to occupy
government quarters and are assured that quarters are available to you, it is suggested
that you review the size of the accommodations to which you will be assigned, and
ship only those household goods as can be accommodated in the unit. The units are
small and you may need to store excess furniture. The Personal Property Office handling
your shipments will counsel you on these entitlements. In those cases where goods
are shipped to this area and cannot be used in government quarters, members desiring
non-temporary storage should contact the Personal Property Office to arrange for
storage. Government funded non-temporary storage of excess household goods is only
available to those residing in government quarters.
* Delivery of Household Goods - Essential items which have been shipped via an expedited
mode will usually be delivered by the carrier or may be picked up by the member
upon arrival. Property Office (Inbound) at 401-841-2091/2, DSN 948-2091/2. Delays
in the delivery of van shipments may occur to the high volume of moves in the summer.
Delivers out of SIT (Storage in Transit) during the months of June through August
often require a 7 to 14 day notice. To avoid any unnecessary inconvenience or personal
hardship, you should phone or write, prior to your arrival in Newport , detailing

CIVILIAN STUDENTS
On-base family housing is available for assignment to civilian students attending
the Naval War College. Call the NWC Housing Coordinator for move information at

Community referral services are provided by the NAVSTA Housing Referral Office and
can be reached at commercial (401) 841-3576 or DSN 948-3576. Please refer to the

* Government Quarters (without dependents) - Civilian Employees on a temporary duty
assignment to the Naval War College are advised that although they may not be required
to utilize Government Quarters, when adequate Government Quarters are available
but not used, the payment of the quarters portion of the per diem or actual expense
may not be made except when the Order-Issuing Authority, either prior or subsequent
to the travel involved, issues a statement to the effect that the utilization of
Government Quarters at the temporary duty station would adversely affect the performance
of the assigned mission.

COMMUNITY HOUSING REFERRAL
The NAVSTA Housing Office maintains information on rentals/sales in the local areas.

* Leases and Deposits - Normally a one-year lease is required, but it is possible
to rent on a monthly basis or short-term depending upon the particular rental and
the landlord's desires. A security deposit equivalent to one month's rent is the
common practice for the area. It is strongly advised that no military member sign
a lease that does not contain a military clause. If you have any questions concerning
your lease, you may bring it to the NWC Legal Office or the NAVSTA Housing Referral
Office for review prior to signing it.
COMBINED BACHELOR QUARTERS (CBQ)
The CBQ in Newport is comprised of officer and enlisted transient quarters, enlisted
permanent party berthing and student officer geographic bachelor berthing. There
is no permanent party berthing for officers. This means that permanent party/bonafide
bachelor officer personnel will draw basic allowance for housing and reside in the
community.
As noted, bachelor quarters are provided for all students who come as geographic
bachelors for the entire academic year. There are no accommodations for “short term”
geographic bachelors. NWC students are assigned under Duty Under Instruction (DUINS)
orders. As such, NWC geographic bachelors are housed in a "Permanent Party
Protected" status at no cost to the resident. Rooms include a microwave (in
room or adjacent lounge), refrigerator, TV and phone. Cable TV and other than room-to-room
phone service are available at nominal cost. Please note that, as permanent party
residents, geographic bachelors are subject to all associated CBQ regulations, including
the provision requiring weekly room inspections by the CBQ staff or NWC representative.

OTHER ACCOMMODATIONS
* Temporary Navy Lodge Accommodations - Modern motel-type accommodations which will
sleep five and include kitchen facilities are available in Newport on a temporary
basis for authorized personnel and their dependents traveling on permanent change
of station orders. Each unit has two double beds and a couch that can be converted
into a single bed. Reservations may be made by calling 1-800-NAVY-INN or 401-849-4500.
Pets, other than fish, birds in cages, or similar pets, are not allowed in the Navy
Lodge.
