Naval War College Graduates Operational Planners

Newport, R.I., September 5, 2008 –The Naval War College completed the eleventh Naval Operational Planner Course (NOPC) with the graduation of thirty students – four Army, 22 Navy, two Marines, and two Air Force Airmen.

The NOPC curriculum is 13 months long and provides officers in the ranks of Lieutenant Commander and Major with planning knowledge and extensive skills in leadership and advanced war-fighting for follow-on assignments to operational planner billets. This year's graduates were selected in spring 2007 and commenced NOPC studies in August 2007.

From August 2007 to June 2008, the students attended the Naval Command & Staff resident curriculum comprising National Security Decision Making, Strategy & Warfare, a tailored 17-week trimester in Joint Maritime Operations, and three directed electives addressing Operational Art and Doctrine, Navy Planning Process and the Joint Force Maritime Component Commander (JFMCC) Environment, and Joint Force Commander Planning Considerations. During the final three months (June – September 2008), the students authored formal concept plans in direct support of the Commander U.S. Naval Forces Central Command, and Commander US European Command.

The NOPC graduates received the Master of Arts degree in National Security & Strategic Studies, the Naval War College diploma, Joint Professional Military Education Phase I certification, and Additional Qualification Designation as an operational planner.

The Navy graduates represent the Naval Aviation, Naval Intelligence, Naval Special Operations, Submarine, Supply Corps, and Surface Warfare communities. Fifteen Navy graduates will proceed directly to operational planner billets; the other seven will accomplish warfare community progression tours followed by operational planner assignments. The eight non-Navy graduates will proceed to planner or warfare community tours as directed by their Chiefs of Service.

These thirty NOPC graduates join 136 officers (95 Navy and 41 other-Service) who graduated in the first ten NOPC classes from 1999 through 2007. This growing cadre of leaders represents a new, multi-Service expertise in planning and execution of joint operations with naval emphasis. NOPC class 2009, comprising 22 Navy and eight other-Service officers, commenced studies in August 2008 and will graduate in September 2009.
