ARRIVAL/CHECK-IN
A great number of personnel check into the Naval War College and other schools in
the NAVSTA complex during the summer months. In order to expedite processing of
reimbursement claims, students are encouraged to report officially soon after arrival
in Newport. After check-in, the student may choose to continue on leave. Students
who arrive in the Newport area and choose to defer their official reporting date
should ensure they contact the Dean of Students’ Office at 401-841-3373 to advise
that office of a leave address in the event of an emergency.
a. Check-in Points. All staff and faculty are required to check in with the
Naval War College Administrative Services Division, Conolly Hall, Room C-116.
All students are required to check in with the Dean of Students, Hewitt Hall, Room
107.

Before departing an old address or duty station, students enroute to the War College
should submit change of address cards, using the following address for forwarding
of mail:

For personnel reporting to a faculty or staff position, the office of organizational
designation should be used, if known; otherwise, correspondence should be addressed
simply to the Naval War College.
All students are assigned a mailbox on the lower level of Conolly Hall for U.S.
and local mail. These mailboxes are used for distribution of some textbooks and
other course and informational material. Boxes should be checked twice a day. It
is Naval War College policy that the privacy of a student mailbox will be observed
under provisions of the Privacy Act of 1974. Instances of violation of this policy
should be brought to the attention of the Dean of Students. Staff and faculty residing
off-base should have personal mail addressed to their local residence as soon as
practical. This will expedite processing of mail by NWC Mail Room Staff. Officers
and enlisted residing on-base can continue to receive personal mail at the College.
PAY
1. Direct Deposit Advisories (DDA) and Leave & Earning Statements (LES) for
Navy personnel are forwarded to the Enlisted Admin (SP-206) by PSD Newport on established
paydays of each month. Navy Students DDA’s and LES’s are distributed in a navy blue
alphabetized folder located in the Dean of Students office.
2. Pay advisories for USMC students are distributed in their respective mailboxes
by the Marine Corps Detachment.
3. The Naval War College Enlisted Admin office distributes Staff and Faculty Navy
personnel DDA’s and LES’s via their respective departments, who are advised by e-mail
when to pick-up their slips.
4. USMC Faculty and Staff pay advisories are distributed by the USMC advisors’ office.
5. Army, Air Force and Coast Guard pay advisories are mailed directly to the service
member by their respective finance offices.
6. Civilian student direct deposit advisories are handled by their parent agencies.
Civilian students who experience difficulty in receiving pay and/or advisories are
requested to seek assistance from respective parent agency.
7. Civilian Staff and Faculty receive their direct deposit advisories at the address
they have designated. The civilian personnel assistant is available to assist in
the resolution of any pay problems.
AVIATION PERSONNEL
Questions pertaining to aviators will be handled by the Dean of Students. Flying
for proficiency or pay while in a student status is currently prohibited. No waivers
are required during the school year.
BULLETIN BOARDS
There are several bulletin boards which are used principally for announcements and
student messages. These are located adjacent to the mailboxes in Conolly Hall, outside
the Pringle Coffee Mess, and outside the Office of the Dean of Students. In addition,
a special events board, listing items of academic interest such as guest lecturers,
is located in Spruance Lobby. The telephone message board, located outside the Office
of the Dean of Students, should be checked throughout the day since the board is
the primary repository of incoming non-emergency telephone calls.
AUDIO-VISUAL and GRAPHIC ART SUPPORT
The Audio Visual Branch is located in SP-107, telephone 841-4008. The branch can
provide tape recorders, overhead projectors, screens, slide projectors and show
¾ and ½ inch video tapes over in-house television channels. Two satellite dishes
normally broadcast SCOLA and CNN throughout the War College, but at times special
interest programs may be broadcast. A video library containing tapes of past special
interest events and lectures is maintained in the Audiovisual studio. Selected equipment
can be checked out from SP-107 for in-house use.
The Graphic Arts/Photo Dept is in Pringle Hall, Room 348, telephone 841-3537. The
Department is authorized to develop, design and prepare graphics for curricular
support of the staff and faculty, to include charts, materials, viewgraphs and slides
from locally produced artwork. A comprehensive file of 35mm slides maintained in
graphics could possibly be adapted for student presentations. The film library houses
approximately 501 classified and unclassified 16mm films and videos. These are available
upon request.
Graphic support other than advice and provision of basic materials to students is
very limited. The Graphic Arts Division is not authorized or expected to create
visual aids to support student presentations.
ID BADGES and WAR COLLEGE NAMETAGS
NWC Security badges are issued during check-in. Additionally, blue name tags will
be issued to College of Naval Warfare students, yellow to College of Naval Command
& Staff, white to Naval Command College and green to Naval Staff College. Faculty
and staff personnel wear black nametags. Once issued, security badges and names
tags should be worn at all times while in the College complex. The security badge
is required for access to classified presentations, access to War Gaming Department
and after hours access to the College. A government ID card will not suffice to
gain entrance to controlled spaces.
BOOKS and COURSE MATERIALS
Incoming students will receive an initial issue of textbooks and course materials.
This material is normally distributed via student mailboxes or at the Printing/Distribution
counter in the lower level of Conolly Hall, CB-203. All curriculum-classified materials
are controlled, issued and retrieved at the Printing/Distribution counter. During
the course of the academic year, information on issue and return of classified materials
and issues of other materials will be disseminated by departmental memorandum.
CLASSIFIED MATERIAL CONTROL OFFICE
Classified material received at the College for a student can be picked up at the
Classified Material Control Office, located in the area behind the student mailboxes.
Upon completion of duty, it is incumbent upon the recipient to notify that office
of the disposition of the material. If a student or staff member is having Classified
Material sent to them at the Naval War College it should be addressed as follows:

SECURITY of CLASSIFIED MATTER
During a stay at the Naval War College, some students and faculty are issued a large
quantity of classified materials for temporary retention. Once issued, classified
material becomes the responsibility of the individual and is not to be removed from
the premises of the Naval War College. Individual safes are provided in the faculty
offices and student study areas to facilitate proper stowage.
Security violations have occurred in the past because safes containing classified
material were closed, but were not locked. Investigation has shown that the principal
cause for violations was neglect on the part of the occupant to properly spin the
safe dial and double check the safe after the drawer was closed. It is recommended
that prevention of security violations be approached as a team effort or by the
"buddy system." An informal system of double-checking has proven very
effective as a preventative measure.
Members of the staff and faculty must file safe combinations with the Security Office.
Students’ safe combinations will be filed in the Security Office.
The most important element in the security program is the development of a sense
of "security-mindedness" throughout the command. Security briefings designed
to create security awareness will be held during the indoctrination period.
SPACE ASSIGNMENT for STUDENTS
Each student will be assigned a study station by the Dean of Students’ Office.
SEMINAR and LECTURE ATTENDANCE
Student attendance at scheduled seminars and lectures is mandatory unless:
1. The seminar/lecture is specified as optional on the weekly schedule.
2. The student has been excused from attendance by the seminar moderator and the
Dean of Students.
COMPUTERS/TYPEWRITERS
A number of computers and electric typewriters are available for student use in
Hewitt Hall, Rooms 105 and 210.
TYPING
The Naval War College does not have adequate resources to provide typing services
for the student body. Students who wish to have papers professionally typed will
find a list of typists willing to perform this service posted on the student bulletin
boards. Such typing is at the expense of the student and under terms negotiated
between the student and the typist.
Classified student papers must be typed, classified, and safeguarded in accordance
with security regulations. The Security Manager can provide assistance and approves
all classified student, staff and faculty papers. The academic assistant of the
department involved will provide details concerning appropriate markings.
WORKING HOURS
Working hours for students are set by the weekly schedule. The schedules for each
class are color coded to conform to the color system for the name badges. Operating
hours for administrative and academic support facilities adhere to normal working
hours for the College which are 0800 to 1630, Monday through Friday.
TELEPHONES
The Autovon prefix for the Newport area is 948. The many telephone numbers listed
throughout this booklet may be reached by dialing the Autovon prefix and the last
four digits of the number being called. Inquiries by phone can be made through the
Dean of Students’ Office at DSN 948-3373 or the Administrative Services Division
at DSN 948-2053/4711. The commercial telephone number for the Newport Navy complex
is area code 401-841-XXXX. While traveling to the College or while in temporary
housing, you may use the numbers in the Administrative Services Division or Dean
of Students’ Office as points of contact.
Autovon phones for student’s use are located in the Hewitt Coffee Mess and on the
floors where the student study cubicles are located. These phones are for official
use only. Public phones are available for personal use.
STUDENT DUTIES
Students are required to fulfill all academic requirements and attend all scheduled
events. Additional responsibilities are required for designated members of the class
administration.
REGISTRATION of VEHICLES
Each vehicle must be registered if it is to be permitted access to the Naval Station
complex. Any vehicle, which has a DoD decal from a prior duty station, will require
an additional War College parking sticker. The NWC Security Office will issue the
College parking sticker and a decal from those vehicles, which do not have a Navy
decal. In order to facilitate proper registration of a vehicle in advance of arrival,
fill out the Non-Government Vehicle Registration Card (OPNAV 5560/1) furnished on
the download section of the welcome aboard information page. All vehicles whether
they have DoD decals or not, will be registered with NAVSTA, Newport by the NWC
Security Office.
A further requirement for driving your car on NAVSTA, Newport is a current vehicle
inspection sticker. A sticker from the State in which the vehicle is registered
or from Rhode Island will suffice. Inspection stickers may be obtained from the
Navy Exchange service station or from many service stations/automotive repair facilities
in the local area.
PARKING
Garage parking is available on two levels under the Hewitt-Conolly-Spruance complex.
Spaces on the upper level of Spruance and Conolly are reserved for designated members
of the the College staff and faculty. Lower level parking in Hewitt is available
to students and contractors on a first-come, first-served basis. There are also
staff/faculty and student car pool spots reserved in the underground parking area.
These spots are issued by the Security Office and applications are available in
C-119.
MEDICAL SERVICES OUTPATIENT
Outpatient medical services for military personnel and their dependents are available
at the Naval Ambulatory Care Clinic, Newport, which is just outside Gate 1 of the
Naval Station Newport complex. Civilian students and employees and/or their dependents
will be treated at the Naval Ambulatory Care Clinic only in the event of an extreme
medical emergency, or in the event that the student or employee becomes severely
ill or injured while on duty. Medical records for military personnel and dependents
are maintained at the Naval Ambulatory Care Clinic, Newport, 843-1129/843-1130.
1. Sick Call. For all military staff, faculty and students is held at
NWC Medical Office, Room C-110. Hours of operation are 0730-0830 and 1230-1330 daily.
2. Physicals. It is the responsibility of the officer-student to make appointments
for annual and flight physical examinations by contacting the Naval Ambulatory Care
Clinic at 841-2145 or 843-1251.
3. Dental service. The War College Dental Facility is located in C-106.
Call 841-4305 for an appointment.
4. Dependents. The Newport Naval Ambulatory Care Clinic operates under the
Family Practice system whereby the entire family is under the care of the same physician.
Further information regarding enrollment in Family Practice will be available upon
checking into the Navy A.C.C.
5. Emergency Treatment. The Urgent Care unit of the Newport Naval Ambulatory
Care Clinic is available:
Mon-Fri: 0830-1830 and Sat & Sun: 0830-1530
At other times, personnel with an emergency should go to the Newport Hospital. The
Urgent Care unit can be contacted at 841-1200. For emergency ambulance service,
dial 911. Before going to the Care Plus/ Urgent Care Clinic, you should call the
front desk first at 841-1200 or Navy Triage at 843-1103.
6. Illness. In the event a student is physically unable to attend classes
or lectures, the Dean of Students’ Office, telephone 841-3373/3262, should be notified
prior to 0830. On the day of return to duty, the Office of the Dean of Students
should be notified. Members of the staff and faculty who are physically unable to
report for duty should notify their appropriate supervisor.
LEAVE
For leave and liberty refer to NAVWARCOLINST 1050.2(*). Regular
leave for students is limited normally to periods of academic recess.
LUNCHEONS/DINNERS in HONOR of GUEST LECTURERS.
Normally guest lecturers will be honored by luncheon/dinner at the President’s Quarters
or the Commissioned Officer’s Mess (Open).
BOOKSTORE
A small bookstore is located at the College in Hewitt Hall. The manager will special
order most in-print books.
SECURITY in HOUSING AREAS
Residents of Government quarters are urged to give security in the housing areas
serious consideration. While areas are posted and a considerable effort is expended
continuously to minimize nonresidential traffic, outsiders intent on entering the
areas may do so. There is no reason to conclude, therefore, that the government
housing areas are any more or less secure than the surrounding community. The President,
Naval War College and the Commanding Officer,NAVSTA Newport are each concerned with
and committed to providing adequate security; however, it is incumbent upon each
occupant to be security conscious and to take proper safeguards. Locking of doors,
notifying the NAVSTA security force when departing the area for an extended period
and neighborly awareness for the presence of strangers within the areas are means
by which security can be enhanced. In the event an incident occurs the NAVSTA security
police (841-3126) should be promptly notified. In addition, the Dean of Students
and the Naval War College Security Manager should be made aware of any problems
of a security nature.
LIBRARY SERVICES
The Naval War College maintains an excellent academic library in Hewitt Hall for
faculty, students, and staff of the College. A detailed briefing on contents and
use of the Library will be provided shortly after the academic year begins. For
information about services, call 841-3052 or 841-2642. Library service for dependent
dependents is available at the NAVSTA Library and local public libraries described
elsewhere in this booklet.
PHOTOGRAPHIC SERVICES
The Photo Lab located in the basement of Pringle Hall is available to provide a
wide variety of services including slide reproduction, photos for the College data
book, service record photos, and command/quarterdeck photos. Personnel requiring
an appointment for services of a routine nature should contact the Photo Lab, 841-3537.
For assistance in obtaining photographic service or materials in support of a graphic
arts project contact the Graphic Arts Division, P-348, 841-3537.
TELECOPIER (FAX) SERVICE
The Naval War College has a telecopier (FAX) machine located in Admin Room C-116,
for use by faculty and staff for receiving and sending priority correspondence of
a time-sensitive nature. The telephone number to be used with this machine is 841-3804.
The Dean of Students has two (2) fax machines for student use and the numbers are
as follows: 841-2460 & 841-2191(for NWC Student housing).
NAVAL WAR COLLEGE REVIEW
The Naval War College Press publishes the Naval War College Review on a quarterly
basis. Students and members of the faculty are afforded the opportunity to publish
in this professional journal. All are encouraged to write with this specific purpose
in mind. As a matter of policy, the Press has first refusal on all lectures and
papers developed in support of curriculum requirements.
BARBER SHOPS
A one-chair shop is located on the first floor of Hewitt Hall, directly across from
the Naval War College Bookstore. For an appointment during normal working hours
call 841-3818. A four-chair shop is located in the Navy Exchange complex. No appointments
are required at the Exchange.
READING SHELF
A bookshelf located in Reproduction/ Distribution, CB-203 contains extra copies
of flyers, weekly schedules, and miscellaneous items of interest in the local community.
REGISTRATION of BICYCLES and DOGS
Registration of bicycles and dogs is required of personnel living in base housing.
Registration may be made at Building 116, telephone 841-3126. Dog licenses are required
by the local communities for personnel living off-base and may be obtained from
the respective town or city police stations or town halls.
REGISTRATION of GUNS
Registration of guns is mandatory for personnel living in base housing. All firearms
must be sighted and registered at the Armory located in the basement of Perry Hall,
Bldg. 440. Hours of operation are Wednesday/Friday 0800-1200. Call 841-4144 if you
need to arrange an alternate time. No registration of handguns is required by the
State of Rhode Island, provided they are kept in the home, are in an inoperable
condition or are in a locked container en route to a recognized pistol range. Carrying
concealed weapons without a permit is a felony.
