The United States Naval War College's International Law Department is pleased to announce its 2012 annual conference, co-sponsored by United States Cyber Command. This year's topic is "Cyber War and International Law." The conference will bring together operators, policy makers, technical experts, and legal scholars to examine the legal norms that govern both cyber strategies and the use of cyber capabilities during armed conflict and other military operations. Selected papers presented during the conference will be published in a volume of the International Law Studies (Blue Book), which date back to 1901. The goal of the conference is to leverage the expertise of our distinguished speakers by creating a body of scholarship which will influence thinking about cyber operations and international law for years to come.
 
**Conference attendance is open to U.S. and international military members, government officials, civilians filling teaching or research positions at academic institutions, and representatives of nongovernmental organizations active in the field of conflict studies.   Interested participants who do not fall within these categories may be placed on a waiting list by contacting the conference coordinator named below.**
