CDR Topp is a War Game Director in the War Gaming Department of the Center for Naval Warfare Studies. He began his assignment at the Naval War College in July, 2009.
CDR Topp received his Master’s Degree in Strategic Studies from the U. S. Army War College in 2001. He also holds a Masters Degree in Public Administration from Cleveland State University and a B.S. in Psychology from John Carroll University.
Prior to his assignment at the Naval War College, CDR Topp served for 12 months as the Deputy Inspector General for the Multi-National Force in Baghdad, Iraq. He has also served on the staff of the Commander, U.S. Pacific Fleet at Pearl Harbor; at the Office of Military Cooperation in Cairo, Egypt; and at the National Strategic Gaming Center of the National Defense University in Washington DC.
CDR Topp was commissioned at the U.S. Coast Guard Officer Candidate School in Yorktown, Va. His military assignments have included USCGC INGHAM (WHEC-35) at Portsmouth, VA; the Ninth Coast Guard District at Cleveland, OH; JTF-160 at Guantanamo Bay, Cuba; the U.S. Seventh Fleet at Yokosuka, Japan; the U.S. Fifth Fleet at Manama, Bahrain; and the U.S. Sixth Fleet at Gaeta, Italy.
CDR Topp has also had extensive civilian experience as a police sergeant, technical writer and newspaper reporter.
