Profile

COL Rousseau graduated from the Naval War College in June 2011 and serves as the Deputy Chair and Professor of Law in the International Law Department.  Prior to arrival at the Naval War College, COL Rousseau was deployed to Afghanistan where he served as the Staff Judge Advocate & Legal Advisor for Combined Security Transition Command  / NATO Training Mission - Afghanistan (2009-2010).  Other previous assignments include Staff Judge Advocate for First U.S. Army (2008-2009), Staff Judge Advocate for Fort Hood (2006-2008), Deputy Staff Judge Advocate for III Corps & Fort Hood (2005-2006), and Command Judge Advocate for Area Support Group Kuwait (Army Central Command - Kuwait) (2004-2005). Colonel Rousseau was assigned as the Regional Defense Counsel for the Southwest Region of the Trial Defense Service from 2002 to 2004 in charge of Army Trial Defense services in Arizona, Louisiana, New Mexico, and Texas.  From 1998 to 2001, Colonel Rousseau was a Professor at the Judge Advocate General’s School in Charlottesville, Virginia, and taught Federal Income Taxation, Military Estate Planning, and Military Survivor Benefits. While serving as a Professor, Colonel Rousseau published numerous articles, to include articles on combat zone tax issues and military estate planning.  From 1997-1998, Colonel Rousseau was assigned to the 2nd Infantry Division at Camp Casey, Korea, as the Senior Defense Counsel of the Trial Defense Service Field Office.  Colonel Rousseau completed the Judge Advocate General Graduate Course in 1997 and Combined Armed Services Staff School (CAS3) in 1996.  From 1994 to 1996, Colonel Rousseau was assigned to 2nd Armored Division / 4th Infantry Division at Fort Hood, Texas, where he served as the Senior Defense Counsel of the Trial Defense Service Field Office.   From 1992 -94, Colonel Rousseau was assigned to III Corps and Fort Hood where he served as the Officer-in-Charge of the Fort Hood Tax Assistance Center and Chief of Legal Assistance. Colonel Rousseau was assigned to the U.S. Army Missile Command at Redstone Arsenal, Alabama, from 1989 -92 where he served in a series of positions to include Chief of Legal Assistance; Chief of Criminal Law; Special Assistant U.S. Attorney; Chief of Administrative Law; and Chief of Claims.

Colonel Rousseau received a Bachelor of Science in Education from The University of Texas at Austin in 1982; Doctor of Jurisprudence from South Texas College of Law at Houston in 1987; Master of Laws in Taxation from the University of Alabama, Tuscaloosa in 1992; Master of Laws in Military Law (with Specialty in Administrative & Civil Law) from the Judge Advocate General’s School, U.S. Army, Charlottesville, VA in 1997; and a Master of Arts in National Security and Strategic Studies from Naval War College in 2011.  Colonel Rousseau is also a graduate of the U.S. Army Command and General Staff College, Fort Leavenworth, Kansas (2002).
