Profile

Captain Foster is a Military Professor in the Strategy and Policy Department and serves as a seminar moderator for Strategy and Policy and Strategy and War.  He also serves on the climate change and energy working groups.

Captain Foster is a native of Bangor, Maine. He attended Maine Maritime Academy at Castine, Maine where he graduated with a Bachelor of Science degree in Marine Engineering. He also earned a Master of Science degree in Management from the Naval Post Graduate School at Monterey, California.
 
Captain Foster entered the Navy through the NROTC unit at Maine Maritime Academy. He has commanded USS SPRUANCE (DD-963), Reserve Component Command Mid-West and Naval Reserve Center, Kansas City, Missouri. His previous sea experience includes serving as Executive Officer on USS FITZGERALD (DDG-62), Gas Turbine Examiner on the Propulsion Examining Board for Commander in Chief U.S. Atlantic Fleet, Engineer Officer on USS NICHOLSON (DD-982), as well as Main Propulsion Assistant and Damage Control Assistant on USS STUMP (DD-978).
 
Captain Foster’s staff and shore duty assignments have included serving as the Navy Liaison Officer, Planning Programming and Budgeting Directorate, U.S. Atlantic Command, Deputy Director and Navy Reserve Operational Support Officer while assigned to the Reserve Forces Directorate, and Assistant Operations Officer Standing Joint Force Headquarters North, U.S. Northern Command at Peterson Air Force Base, Colorado.  He has attended the Naval Post Graduate School, Monterey California, Armed Forces Staff College, Norfolk, Virginia, and U.S. Army Command and General Staff College, Leavenworth, Kansas. 
 
Captain Foster’s decorations include the Legion of Merit, Defense Meritorious Service Medal (2 awards), Meritorious Service Medal (three awards), Navy Commendation Medal (three awards), and numerous other unit and personal awards.
