James R. FitzSimonds is a Research Professor with the Center for Naval Warfare Studies at the U.S. Naval War College where he is director of the Halsey Alfa research and analysis group. His work centers on analysis of military issues in the Asia-Pacific region, including warfighting balances and modernization trends. Professor FitzSimonds served for 27 years in the U.S. Navy as both a surface line officer and intelligence officer, retiring in 2001 with the rank of Captain. His operational assignments included USS BLAKELY (FF-1072), USS ENTERPRISE (CVN-65), and the USS AMERICA (CV-66) Battle Group, where he served as Assistant Chief of Staff for Intelligence in the Persian Gulf during Operation Desert Storm. His ashore assignments included tours with the Chief of Naval Operations Current Intelligence Division, the Navy Operational Intelligence Center Detachment (Newport), the CNO Strategic Studies Group, the Net Assessment directorate of the Office of the Secretary of Defense, and the faculty of the Naval War College. He earned his BS from the U.S. Naval Academy in 1974 and MS from the Massachusetts Institute of Technology in 1980.
