Navy Vice Adm. William E. Gortney (CNW 1996), for appointment to the rank of admiral, and for assignment as Commander, U.S. Fleet Forces Command, Norfolk, Va. Gortney is currently serving as Director, The Joint Staff, Pentagon, Washington, D.C.
