The Promotion Ceremony, hosted by the Chief of Staff of the Army, is scheduled Friday, Aug. 3 at 9:30 a.m. A reception will be held immediately afterwards.
 
Barclay's promotion was approved by the U.S. Senate on Thursday, July 26. He was one of three people promoted to Lt. Gen. and one of seven who received promotions. He will serve as Army Deputy Chief of Staff G-8.
 
"Debbie and I are extremely excited about this new assignment and the opportunity to continue to serve this nation's great Army," Barclay said before Senate confirmation.
 
President Barack Obama appointed Barclay for his third star. Barclay most recently served as assistant deputy chief of staff, G-3/5/7.
 
Barclay has served in the U.S. Army since 1978. He is a graduate of the United States Military Academy at West Point.He has a Master’s in National Security and Strategic Studies from the United States Naval War College. 
 
Barclay has served in various aviation and infantry units, and has commanded at the company, battalion and brigade levels, with service in Operations Provide Comfort in Iraq, Uphold Democracy in Haiti and Iraqi Freedom in Iraq.   
 
He was the Director of the Joint Center for Operational Analysis (JCOA), United States Joint Forces Command, served th 1st Infantry Division as the Deputy Commanding General (maneuver) and has served as Deputy Division Chief, United States Atlantic Command and Executive Officer to the Commander, Multi-National Forces-Iraq. 
 
"There will be challenges in the future...that will make this job challenging and difficult," Barclay said. "We look forward to being part of the Army team to help us move forward and to support those brave soldiers who are deployed fighting our nation's wars."
 
Barclay and his wife, Debbie, are 1973 graduates of Scottsboro High School. They have three children, Mary Margaret; James O. Barclay IV; and William, a Warrant Officer in the U.S. Army.
Barclay's mother, Mary Kate Barclay, lives in Scottsboro as does his sister, Becky Kellenberger. He has another sister, Beverly.
