Rear Adm. (lower half) Sinclair M. Harris (CDE 1998), who has been selected for promotion to Rear Admiral, will be assigned as Commander, U.S. Naval Forces Southern Command/commander, U.S. Fourth Fleet, Mayport, Fla. Harris is currently serving as Director, future concepts, N3/N5, Office of the Chief of Naval Operations, Washington, D.C.
