Richard (CNW 2000), who has been selected for the rank of Rear Admiral (lower half), will be assigned as Commander, Joint Functional Component Command for Global Strike, U.S. Strategic Command, Offutt Air Force Base, Neb. Richard previously served as Chief of Staff, U.S. Strategic Command, Special Activities Atlantic, Norfolk, Va.
