Rear Adm. (lower half) Ann C. Phillips (CDE 1997), will be assigned as Commander, Expeditionary Strike Group Two, Norfolk, Va. Phillips previously served as Deputy Director, Surface Warfare Division, N86B, Office of the Chief of Naval Operations, Washington, D.C.
