Navy Capt. Cynthia M. Thebaud (CDE 1998), has been nominated for appointment to the rank of Rear Admiral (lower half). Thebaud is currently serving as Branch Head, Strategy and Policy Division, N511, Office of the Chief of Naval Operations, Washington, D.C.
