A 1978 graduate of Providence College, Commander Perry enlisted in the Navy in 1980 as an Intelligence Specialist working as an imagery analyst for the Commander Pacific Fleet in the Fleet Ocean Surveillance Information Center. He was commissioned in 1982 from Officer Candidate School in Newport, Rhode Island. Completing Surface Warfare Officer’s School Basic in July 1982, he was assigned to the USS Davidson (FF 1055(Fast Frigate)) as the Electronics Maintenance Officer. His follow on assignments on board Davidson, were as Damage Control Assistant and Combat Information Center Officer.   In 1986 he was assigned to the USS Worden (CG 18), an SM2 double ended guided missile cruiser, as Battery Control Officer. Commander Perry returned to Newport Surface Warfare Officer School in 1988, where he was a Master Training Instructor specializing in shipboard Combat Systems and Ship Driving skills. He completed Department Head School in 1991 and was assigned to the USS Elrod (FFG 55) as the Combat Systems Department Head. During his sea tours, Commander Perry made four overseas deployments, to the Far East, Gulf of Oman, relieved the USS Stark as the Anti-Air Warfare Commander for the tanker escorts in the Persian Gulf during Operation Earnest Will and provided escort support and ship interdiction during Operation Desert Storm.

Commander Perry transitioned to civilian life and affiliated to the Naval Reserves in 1993 and with Military Sealift Command (MSC). He completed significant operational tours for MSC Detachment Singapore, MSC Northern Europe (England), MSC Naples, Italy and MSC Bahrain. From late 1993 to August 2002, Commander Perry was Vice President of Carbide Products Co, International Tool Group LLC and All Pins LLC. With these companies, he held responsibilities in sales, production, marketing, research, design, and development.

Commander Perry returned to full active duty in late 2002 as the Flag Secretary for Military Sealift Command, Washington D.C. and followed on as Project Director for Special Mission Ships Program. He completed a 2006 - 2007 tour in Baghdad, Iraq as Deputy Comptroller for Multi National Forces – Iraq and returned to Washington D.C. OPNAV N13 as Head, Officer Professional Development for Chief of Naval Personnel. Currently he is at the Navy War College as a Game Director for the War Gaming Department, Center for Naval Warfare Studies and acts as the Navy’s liaison to the US Army Title X Unified Quest war game.
His military decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, the Navy & Marine Corps Commendation Medal with one gold star, Navy & Marine Corps Achievement Medal, and various unit and campaign awards.
