Colonel Mark L. Toole, U.S. Army, is an Academy Professor in the Department of Law at the United States Military Academy, West Point. He joins NSDM for the Winter 2010-11 trimester as a West Point Fellow. From July 2006, to present, he has served as the Program Director for the American Legal Studies Program at West Point. He has a B.A. in Political Science from Penn State University. He earned his J.D. at Western New England College School of Law and holds LL.M. degrees from the U.S. Army Judge Advocate General’s Legal Center and School and Georgetown University Law Center. He completed the Judge Advocate General's Officer Basic Course, the JAG Advanced Course, and the Army Command and General Staff College. His military assignments include service as a Prosecutor, Appellate Defense Counsel, Chief of Criminal Law, Deputy Staff Judge Advocate, and Military Judge. He taught an advanced seminar in constitutional law at USMA and is the course director for the USMA core course in constitutional and military law.
