CAPTAIN David C. “Axel” Foley, USN, reported to the Joint Military Operations Department as a faculty member and Edwin T. Layton Military Chair of Intelligence in August 2010 following his tour as Officer-in-Charge of the Office of Naval Intelligence Detachment, Newport. Prior to ONI Det Newport, he served as Assistant Chief of Staff for Intelligence for Commander, Carrier Strike Group NINE, onboard USS ABRAHAM LINCOLN in Everett, WA. Captain Foley obtained his commission through the NROTC program at Miami University (Ohio) in 1987, majoring in Political Science. A career intelligence officer, he has served in naval aviation squadrons onboard several aircraft carriers, as Assistant Naval Attaché in Moscow, Russia, as Assistant N2 on SEVENTH Fleet staff onboard USS BLUE RIDGE in Japan, and on both the Navy and Joint Staffs in Washington. He has graduate degrees from the Naval Postgraduate School and the Industrial College of the Armed Forces.
