CDR Fleming currently serves with Navy Reserve, Naval War College (Law). CDR Fleming served his first tour with the Trial Service Office, Pacific Detachment in Yokosuka, Japan, as a trial counsel (prosecutor). A tour as the Assistant Command Judge Advocate onboard USS KITTY HAWK (CV 63), homeported to Yokosuka, Japan, followed. As a reservist, CDR Fleming previously served with NR International and Operational Law, the unit that supports the Office of the Judge Advocate General, International and Operational Law Division, Washington, D.C., (Code 10). CDR Fleming was mobilized in support of OPERATION ENDURING FREEDOM as the Staff Judge Advocate for Navy Expeditionary Logistics Support Group Forward, on Camp Arifjan, Kuwait.
In his civilian life, CDR Fleming is a partner with Jabin & Fleming, a general practice law firm in East Brunswick, New Jersey. He is certified by the Supreme Court of New Jersey as a criminal trial attorney, and has a B.A. in Economics from Gettysburg College and a J.D. from Rutgers University School of Law – Newar, where he was an editor on the Law Review.
