June 2012
Professors Jim Cook, Larry McCabe and Derek Reveron, National Security Affairs Department, conducted a workshop in Montevideo, Uruguay on translating security strategy to concepts and capabilities. Supported by the U.S. Embassy, USNAVAF and USSOUTHCOM, the professors presented the workshop to a gathering of Army, Air Force and Navy officers as part of the U.S. Embassy’s efforts to promote joint collaboration between the military services. The event supports broader USNAVSOUTH’s strategic objective to promote professionalization of security forces in the Latin American region.

Professor Mike Schmitt, Chairman of the International Law Department, delivered three addresses at the 2012 CyCon conference in Tallinn, Estonia, between 5-9 June. Sponsored by NATO's Cooperative Cyber Defence Centre of Excellence, the conference brought together 400 legal, policy, strategy, and technical cyber experts. Schmitt, spoke on self-defense against cyber operations, cyber operations and the law of war, and the forthcoming "Tallinn Manual on the International Law of Cyber Warfare", the culmination of a three-year international project for which he serves as director. Selected speakers contributed to a companion book published contemporaneously with the conference. The book contains two chapters by Schmitt, one on the notion of "attack" in cyber war, the other a response to a critique of the criteria he proposed in 1999 for determining when a cyber operation reaches the level of a "use of force" in international law.
