Dr. Milan Vego, Joint Military Operations Department, visited the Indian Naval War College, Goa, India, to deliver a series of lectures on operational art for 28 students of the 24th Naval Higher Command Course (NHCC), Nov. 28-30. During the three-day workship, Vego delivered fifteen 45-minute lectures (five lectures per day) on various aspects of operational art, each followed by a 15-minute question and answer period. His audience also included an instructor from the College of Air Warfare in Hyderabad, three Commanders from the naval air station in Goa, and the director and several faculty members from the Indian Naval War College.
Brigadier General (Ret.) Ken Watkin, the Charles H. Stockton Professor of International Law, delivered a presentation at the Swedish Defense College entitled "Targeting Al Qaeda: Organized Armed Groups in the 21st Century" on Dec. 1 The presentation was delivered at the first meeting of a multi-year Swedish National Defense College directed project on "Organized Armed Groups and the International Law of Armed Conflict: Challenges and Prospects." By adopting a cross-disciplinary approach, the project is designed to rethink current international regulation of organized armed groups. It will identify current challenges the law faces in dealing with armed groups, investigate historical antecedents of legal regulation and evaluate prospects for such law to better respond to organized armed groups.
