Professor Thomas G. Mahnken of the Strategy and Policy Department has been named Staff Director of the Quadrennial Defense Review (QDR) Independent Panel.
The panel, co-chaired by former Secretary of Defense William Perry and former National Security Advisor Stephen Hadley, has been chartered by Congress to review the recently-completed QDR, which is a legislatively-mandated review of Department of Defense (DoD) strategy and priorities. The QDR will set a long-term course for DoD as it assesses the threats and challenges that the nation faces and re-balances DoD's strategies, capabilities, and forces to address today's conflicts and tomorrow's threats.
The Independent Panel consists of 12 members appointed by the Secretary of Defense and eight by Congress. The bipartisan panel is required by law to submit a report to Congress by July 2010 that provides an independent assessment of the assumptions, strategy, findings, and risks of the Report. It is also tasked with conducting an independent assessment of a varied of possible force structures and reviewing the resource requirements identified in the document. The panel’s assessment will include analyses of trends, asymmetries, and concepts of operations that characterize the military balance with potential adversaries, focusing on the strategic approaches of possible opposing forces.
